独家对话王小鲁：启动消费需求要把企业的社保负担降下来，把社保覆盖面提上来_蜘蛛资讯网

经济研究所副所长王小鲁对话新浪财经，分享了启动消费需求和改善社保的看法。　　王小鲁表示，应该有一个明确的目标——人人都有社保。但怎样实现？王小鲁认为，政府应负起主要责任。　　“现在不少小微企业正面临困难，如果强制他们给职工全额上社保，就可能无法经营下去，造成更多企业倒闭和失业。”王小鲁认为，现行企业缴社保费的费率较重，是因为承担了未建立社保时期的老职工养老费。他建议，需要把企业的社保负担降下来，但

社保基金，也可以通过市场转让变现，用来补充社保基金。在此基础上把企业的缴费负担降下来”。　　王小鲁认为，当前政府财政也存在困难。但这些该解决的问题不解决，困难只能越拖越多。该做的事情“不但要做，还要大刀阔斧的去做。”他表示。（罗宁）责任编辑：张恒星
